Amazon EU GPSR Safety Documents for Candles and Wax Melts: A Practical Guide
Published 2026-10-26 · All articles
Amazon's European storefronts ask sellers to provide product safety information under the EU General Product Safety Regulation (GPSR). For candles and wax melts that usually means three things: contact details, safety and warning information, and in many cases an uploaded document or images. This guide summarises Amazon's seller-facing GPSR guide and the related Selling Partner API notes, applied to candle products. It is not legal advice, and Amazon's interface changes, so check Seller Central for the current version.
The legal background in one paragraph
Regulation (EU) 2023/988 has applied since 13 December 2024. Article 19 requires online offers to EU consumers to show the manufacturer's contact details, the EU Responsible Person's details if the manufacturer is outside the EU, product identification, and warnings or safety information in a language consumers can easily understand. Article 22(9) obliges marketplaces to collect and display this. Amazon's requirements are its implementation of those obligations.
What Amazon asks for
Amazon's seller guide (August 2024) lists these items:
| Item | What it is | Uploaded to Amazon? |
|---|---|---|
| Manufacturer contact | Name, postal address, electronic address (email or URL) | Yes |
| EU Responsible Person contact | Name, postal and electronic address, when the manufacturer is outside the EU | Yes, per storefront |
| Product safety and warning information | Warnings and instructions in the language of the storefront | Yes, as images or PDF, or a safety attestation |
| Product identifier | Type, batch or serial number | No, but it must be on the product or packaging |
The guide routes sellers through Performance → Account Health → Regulatory Compliance, where you register contacts and then attach safety information to ASINs.
Choosing the format: PDF or PS images
Amazon accepts safety information as a PDF document or as product safety ("PS") image variants in Image Manager (up to six). For candles, a practical approach is:
- One PDF per product type and language, containing the warning label text, instructions for use and disposal notes.
- Or one or two square PS images showing the warning panel as it appears on your label, in the storefront language.
Keep the content consistent with your physical label. A listing image does not replace the on-pack warning required by GPSR Art. 9(7).
The safety attestation trap
Amazon offers a safety attestation for products that do not need safety information. In the API this is the gpsr_safety_attestation attribute. Candles carry obvious fire warnings, so for most candle and wax melt listings the attestation is not appropriate; you would provide the warning content instead. If you are unsure, assume warnings are needed.
For bulk and API sellers
Amazon's SP-API changelog describes listing attributes for GPSR, including:
gpsr_manufacturer_reference(with the manufacturer's email) to reference a manufacturer contact you have already registered;dsa_responsible_party_addressto reference the Responsible Person by email;gpsr_safety_attestation(true or false);compliance_mediawith a content type such assafety_informationand a publicly fetchablesource_locationURL.
The contacts must be registered and verified in Seller Central before the references work, and file links on services like Google Drive or Dropbox may not be fetchable.
What to write for candles and wax melts
Typical container candle themes, following common practice based on BS EN 15494:
- Never leave a burning candle unattended.
- Keep away from children, pets and anything that can catch fire.
- Use on a stable, heat-resistant surface, in a draught-free place.
- Do not move while burning or while the wax is liquid.
- Trim the wick before each use; stop using it when about 1 cm of wax remains.
For wax melts: use only with a suitable warmer, never leave the warmer unattended, do not add water, let wax cool before handling, not food, not a toy. Electric warmers fall under other EU rules and are not covered by these templates.
Add CLP elements (pictograms, signal word, H and P statements, EUH208 allergen lines) from your fragrance Safety Data Sheet where your mixture is classified. GPSR Art. 2(1) leaves those risks to the more specific CLP Regulation.
Languages per storefront
Article 9(7) leaves the language to each Member State. In practice sellers prepare German for amazon.de, French for amazon.fr, Italian for amazon.it, Spanish for amazon.es, and so on for each storefront where they list. Machine translations should be checked by a native speaker before upload.
A pre-upload checklist
- ☐ Manufacturer and Responsible Person contacts registered and verified
- ☐ One safety PDF or PS images per product type and storefront language
- ☐ Attestation set to "false" for candles and melts, with warnings supplied
- ☐ Batch or type identifier on every unit or its packaging
- ☐ CLP elements copied from the SDS where applicable
Faster drafting
The free CandleGPSR web tool at gpsr.ludegong.com assembles manufacturer, Responsible Person, identification and warning blocks for six candle and home-fragrance types in five languages, in your browser. The CandleGPSR Template Pack ($12) packages the same wording as plain-text files with an Amazon EU fields checklist and a sample CSV: Gumroad · Payhip. You can paste the text into your own PDF or label design.
